So you'd better harass Dariya in Shadow Square till she asks you to find a ledger in a tavern. Then go to the "Screaming Cellar", get that ledger and give it to Jaryx. Go back to the VA headquarters to be rewarded for your hard work. ;-)

Notice that you can't reenter the VA headquarters till you haven't given the ledger to Jaryx.
