You can buy COPYABLE SCROLLS and ONE-USE ONLY SCROLLS in some locations. Copyable scrolls are useful to improve your Preserver spell book, they are the blue and expensive ones, the cheap browns being the one-use scrolls.

Otiluke's Resilent Sphere scroll is still available in 1.6, but you will not be able to cast it.
Tips:
To know what you're buying, right-clic on the scroll to have info, then right-clic again on the icon to have a clear description of the spell.
Prices from Daaku in the Elven Caravan can vary greatly, so don't hesitate to start dialog again and again till you have found the best price (if ever you care).
You can learn a spell as soon as you have purchased the scroll, no need to have a inventory full of copyable scrolls! You can learn "Delayed Blast Fireball" at level 1, but of course, you won't be able to cast it before level 14...
Of course, only Preservers can read scrolls. If you are not a Preserver, just drop them or sell them!
